Recently, this setting from Options/Communication was lost! :-\ >:(
Me and frends was used this for years!
Please return it back :-[

It's gone. Hotkeys are now configured in Customize → Hotkeys, and there is no way to implement double enter here.

Since this is not a a hotkey, but behavior, it can be implemented at the SRMM side, I presume.
Just cancel the "send message" event, if cursor is not at the beginning of a new line, or message consists entirely of newlines.
