All of my contacts looking offline, and I can't see who is online.
How to solve this problem?

The contacts are XMPP.

Please do the following

1) enable network logging for Jabber protocol
2) quit Miranda, delete netlog
3) start Miranda and go to online. Miranda will create a new netlog

send netlog to us so that we can see how Miranda requests a roster from the server and why the problem occurs

According to this log, you have the only contact in your roster, so evidently all another contacts are offline.

If you just changed a server to another server, mention must be made that you have to add all your old contacts back to the new roster and the re-request authorization. If you have access to your old server, you can use Service - Roster editor to backup your old roster to import it then to the new account

All of my contacts know about my new address, and even when they are online and I can chat with them, they appearing as offline.

new server knows nothing about your roster, and only those contacts from roster will appear online.
unline many other protocols, each XMPP server contains its own copy of user list, so on any new XMPP server you need to authorize all contacts again to allow the server to maintain their status

This isn't the first time I replacing XMPP servers because of problems with the former servers, and this problem wasn't there than.

you can change servers as soiled gloves, but a server won't notify your contacts about your online status unless you add them into your roster on this server. you can manually send presence to any client, but your server might ignore/ban them as well, because these contacts  are missing in the roster
