No - i checked on fresh 0.8.1 - crashed right away.

Same for 0.8.2 to 0.8.8. Although it did not crash, but the x64 version of the updater does not appear in plugin list, but i guess this is because the installation is x32?
The x32 updater does appear in the plugin list but nothing happens when checking for updates.
It works for 0.8.9, 0.8.10 and I guess for all higher versions

Ok, only thing that happens when updating from version 0.8.9 (EDIT2: and also when using 0.8.27) is that Miranda crashes* as soon as it has installed the last updated file.
However, after restarting Miranda you seem to have a fully updated Miranda NG 0.94.9 which then can be updated to the lastest Miranda NG 0.95.3 without problems.
*When it crashes a Windows error appears telling me that Miranda32 is not working anymore. But I guess this is more a problem of Windows itself and not of Miranda because everytime I closed my old Miranda installation this error appeared.
