A friend and I use Jabber with ICQ as a backup channel.
On each of our PCs, Miranda is able to log onto the ICQ server. Our own local ICQ status is displayed as Online on our PCs.
But our ICQ status on each other's PCs is stuck displaying Offline.
We've both cycled the ICQ status and restarted Miranda but our status on each other's PCs remains Offline.
However, we can still send and receive messages using ICQ, so it appears the bug is with the ICQ status display.
FWIW, for a while there was a minor bug with Miranda and ICQ. When I was online and my friend started up Miranda and changed his ICQ status from Offline to Online, his ICQ status on my machine remained Offline. However, when I changed my ICQ status from Online to Offline and then back to Online, his ICQ status changed to Online.

Messaging is OK in development version. Statuses will be fixed sometime later.
