tried to search in plugins area but not found "sip"

No sources are available, so probably this is the reason that the plugin was not ported to NG.

added to folder list, but dont see him in options>plugins

As I wrote, this is plugin from Miranda IM repository, not Miranda NG. It will not work with the NG, as since IM there were made a lot changes in the program code and now old addons are incompatible.
